The issue of human rights will be raised

In a letter to President Biden, Elaine Pearson, director of the Asia division of Human Rights Watch, urged the White House to raise concerns about human rights in India publicly and privately during Modi’s visit. However, analysts believe that these actions are unlikely to have a significant impact on the discussions between Biden and Modi.
